The spread is a pricing mechanism, not a score prediction. One game example explains everything.

The point spread exists for one reason: to make both sides of a bet equally attractive. Without a spread, everyone would bet the better team and the sportsbook would take enormous one-sided risk. The spread is the book's tool for balancing action. It is not a prediction of the final score.
